Launch of the Philippine National Plastic Action Roadmap

Officially launched on 30 September 2026, the Philippine National Plastic Action Roadmap 2026–2040 provides a shared national direction for moving towards a circular, inclusive, resilient and accountable plastics system — one that prevents plastic pollution at source, keeps materials in productive use, substantially reduces leakage, and enables meaningful participation in a just transition. 


The Roadmap sets an ambition to reduce plastic pollution by 85% by 2040. It recognizes that achieving this will require action across the entire plastics life cycle—from product and packaging design, consumption, reuse and refill, to segregation, collection, recovery, recycling, circular markets and responsible residual management. 


It brings these priorities together through 10 mutually reinforcing outcomes supported by enabling conditions such as behavior change, evidence and innovation, policy coherence, governance and institutional capacity.  


Led by the Department of Environment and Natural Resources (DENR), the National Plastic Action Partnership (NPAP) Philippines is supported by the World Economic Forum’s Global Plastic Action Partnership (GPAP), UNDP Philippines and other strategic partners.

PCX Solutions will continue to support the NPAP in its important work. This includes the membership of our Founder Nanette Medved Po on the NPAP Steering Committee and our Co-chairship of the Upstream Working Group. We will collaborate and synergize across various plastic related programs in the Philippines and globally. 


As a Producer Responsibility Organization (PRO), we are ready for an enhanced role that  offers more assistance to the government and contributes to stronger EPR implementation outcomes. This includes our full support to help mobilize investments into new recycling infrastructure and the expansion of existing facilities to enable a long-term systemic change in waste management in the country.


Based on our role as standard setter, managing the most used plastic credit standard today, we will provide our expertise, case studies, and support for the development of standards identified in the roadmap, such as quality standards for post-consumer recycled content, and for a public registry for traceability, transparency, and accountability.  


In order to reduce our reliance on fossil-based plastic, we fully support the mandate of recycled content and upstream plastic reduction measures. We developed the Alternatives Material Certificate Framework, which directly supports Outcome 1 of the roadmap: that plastic pollution is prevented at source. We offer this as a framework for responsible substitution of single-use, fossil-based plastics with better alternatives.


We remain committed to the shared goal with NPAP of advancing a circular economy and keeping plastic out of nature.

A circular, inclusive, resilient and accountable plastics system that prevents plastic pollution at source, keeps materials in productive use, substantially reduces leakage, protects people, biodiversity and ecosystems, and enables all sectors to participate meaningfully in a just transition.
