PCX Solutions helps to develop and advocates for science-based, inclusive, and adaptive policies for a circular economy at both national and global levels to complement and accelerate positive change from all involved stakeholders.
Our organization holds official observer status with the United Nations Environment Programme and its governing bodies. We are particularly involved in the ongoing negotiations of an international legally binding instrument to end plastic pollution, commonly referred to as the Global Plastic Treaty.
In our capacity as an observer, we carefully consider the diverse perspectives presented while also integrating feedback from our stakeholders, specifically representing the voice of developing countries which have been hard hit by the plastic crisis. We collaborate with governments and various organizations to advocate for a robust treaty and actively bridge the global context with national and local realities, and vice versa.
We share the world’s mission to accelerate the transition to a circular economy and build a future where no plastic ends up in nature, while leaving no one behind.
EPR EXPLAINED
Extended Producer Responsibility (EPR) is an environmental policy approach in which a producer’s responsibility for a product is extended to the post-consumer stage of a product’s life cycle. Responsibility can be met in the form of direct or indirect support for the proper collection and processing of plastic waste. See how we can help below.

Absent: No EPR proposal in final discussion nor passed into law.

Limited: EPR proposal in final discussion or passed into law. However, formulated so high-level or unclear that there are no real implications. Producers do not face penalties in case of disobedience. The implementation of the EPR is still at an early level.
Emerging: EPR proposal in final discussion or passed into law. There are clear responsibilities for producers. The law is sophisticated and in case of disobedience producers face penalties. It is a dynamic situation, but producers are exploring credible ways to meet their obligations.

Structured: EPR passed into law a few years ago. The law may be as detailed as in (2), but the main difference is that producers and PROs are collaborating in an effective and structured way. There are clear responsibilities and there is a structured EPR ecosystem. Still, there may be limitations in terms of implementation by producers and PROs.
Integrated: EPR passed into law, revised over the years. There are no loopholes and there is clear documentation and a dedicated governmental organization to ensure that producers meet their obligations. Substantial penalties are enforced in case of disobedience. The overall EPR scheme and waste management system in the country is working well and recognized internationally.

In the Philippines, PCX Solutions leads efforts to help businesses meet Extended Producer Responsibility (EPR) obligations by offering comprehensive support to Obliged Enterprises (OEs) in managing plastic waste. As a Producer Responsibility Organization (PRO), we set internal EPR compliance standards, monitor reduction and recycling initiatives, and consolidate plastic footprint data to verify waste diversion activities. Our role includes facilitating third-party audits, issuing traceable Plastic Credit Certificates for verified projects, and submitting consolidated compliance reports to the Department of Environment and Natural Resources. PCX Solutions also provides essential tools, guidance, and connections to third-party auditors, empowering businesses to track progress and achieve waste recovery goals. Through these initiatives, we empower businesses to contribute meaningfully to a sustainable, circular economy in the Philippines.

The footprint calculation process accounts for all post-consumer plastic packaging of Obliged Enterprises (OEs) within a defined timeframe. This involves identifying all plastic materials in the packaging and any secondary or tertiary packaging used in distribution. Key elements to consider include plastic packaging weight and plastic type, if flexible or rigid.
OEs can reference documents such as their supply chain records, bill of materials, specification sheet, invoices, and import/export data to ensure accurate calculations.

PCX Solutions is a member to the Indonesia National Plastic Action Partnership (NPAP) under the World Resources Institute (WRI) Indonesia and World Economic Forum.
Indonesia is among the many emerging markets caught within the epicenter of the plastic crisis. It generates approximately 7.8 million tons of plastic annually but faces several gaps in its waste infrastructure. Because of that, it is determined to achieve inclusive plastic management and a circular economy for the sake of the nation’s future.
As an NPAP member, PCX Solutions will share expertise and lessons learned in implementing Extended Producer Responsibility (EPR) schemes in the Philippines as well as the Plastic Pollution Reduction Standard (PPRS) in developing nations to help strengthen Indonesia's EPR and related efforts given the similarities of the waste management challenges in both countries.
